So this seems to be BiS for a lot of people out there; if not BiS, then a lot of people are definitely using it. What I am wondering is, how do I go about getting one? I know I need to put in a crafting order, but I honestly haven’t used the system yet and want to assure that I can get a R3 version.
You can ask in trade chat to find a crafter that can craft the R3 version, work out a commission price, then send them a personal order.

Depends on the person really. Some people ask for nothing, some people want like 5-15k for first craft stuff. Generally if they craft it for you and you pay, they’ll do recrafts for free.

So let’s say I need to have it recrafted, whether I didn’t get the stats I wanted or it didn’t proc R3. Do I need to give another spark and Primal, or what is needed to recraft?
There is rank 4 and 5 too. If you ask around you can get someone who is guaranteed to make 4 star and maybe 5 if you are lucky. Can recraft later but I wouldn’t bother with below 4 star to start.
Make sure to do it through personal order after working it out with a crafter for this one.

You don’t need another spark, or diamond I believe. you need the mettle, elemental harmonys and the clasps to recraft - i just checked

There are some materials that you have to supply, others you don’t “have” to… but I’d work that out with the person you find to craft it.
Yeah, you need all the mats in your inventory.
If it’s your first one you need the diamond, chaos, and spark too.
Recraft is only mettle, clasps, and harmony.
As a jewelcrafter for something like the lariat, which I swear the recipe doesn’t exist… grumble… but something as rare as the lariat, I’d say a 5k per quality should be somewhat universally accepted as a minimum commission. I’ve seen public orders between 5k and 15k, but these are people who don’t care about the quality and just want it crafted… depending on your server’s economy, 5k is is probably a safe minimum threshold per quality, with a 10k per quality if you really want people to pay attention and burn a few optional mats as well

Are the secondary stats random, or is there a way to bait which ones you want?
You can buy a missive with the stats you want. I don’t know the exact name but it is themed to the expansion, it will show up if you search “missive” in ah.
Draconic missives. Buy a rank 3 of the one with your desired stats. GL!

i started it with a public order , came out low rank with 1 socket.
added 2 sockets with 2x of the thingies from the AH and then proceeded to have it recrafted to 418 r5 by a guildie.
Would I get a missive of each stat I am looking for? For instance, one for Crit and one for Mastery?
missives for it have both stats. you pick the one missive with both stats you want at the rank you want.
(it gets pretty clear when youre placing the order you can mouseover the possible additions.) i went for missive of the quickblade for example (crit/vers)

Find someone making Lariats and ask what they need for what rank. Anyone decently specialized in necklaces can also use missives to guarantee stats you want (feverflare for haste/mastery I believe as an example).
At this stage in the game it is probably hard not to get at least rank 4 from someone making Lariats even with a rank 2 Diamond.
