Which is better?
I run with aftershock because it allows me to abuse the windspeaker legendary if good RNG but most all Shaman I see are running with EB.
Is EB better?
Depends on content.
PVP AS. Getting locked out casting Eleblast locks everything .
M+ AS. For runs of procs for ES and EQ.
PVE Eleblast. It get you closer to ES to proc Windspeaker’s faster and more reliable

Depends on content. In PvP you should be using Echoing Shock.
M+ I switch between EB and aftershock.
For raids I use EB.

For raiding (besides mythic SLG) and some Tyrannical weeks in keys, yes.
AfS is good for consistent AoE, although EcS was indirectly buffed by the EQ changes in 9.0.5 for AoE. That being said you’ll likely see a mixture of both rather than mostly AfS, and not to mention way less EB played in keys once that patch goes live.
Since Shaman already has so much rng I prefer echo shock since it gives me control. EB would be nice but it messes with the rotation too much.
