Versa then Crit with some haste? Unlike arena, I feel I have breathing room, making crit seem more valuable than haste

I used to be in mastery camp for overload, but crit is the way to go for rbg in my opinion. Getting at least one lb to crit during your burst combo is so huge for ensuring target kills.
I feel mastery probably worth investing in once we reach diminishing returns. Running Icefury, LB filler is replaced by Frost Shock filler which doesn’t overload. Speaking of, won’t most people be reaching that for versatility soon? Is it 35%?

Haste might still outpace mastery as even running icefury haste should be.making flame shock tick faster (or is this not a thing anymore?).
I never enjoy playing ele without at least 30% mastery, with spenders getting buffed in 9.0.5 youll want more maelstrom generation. Mastery procs is one way to do that.
I plan on stacking Crit > vers on my alt shaman and going venthyr for echo shock -> chain harvest > stormkeeper bolts since lava burst is getting nerfed
Icefury and Aftershock with Windspeaker’s generates and saves plenty Maelstrom. Even running Elemental Attunement which sadly looks like it’ll be on the chopping block for 9.1. RNG enough and your Aftershock Earth Shocks followed by instant LvB, can make overcapping 150 problematic at times
The buff to Earth Shock I think will reinforce the importance of crit

Mastery does generate maelstrom.
This is the driving force of CL buff. As it still suffers from the 1/3 rule from MoP. If they would remove the 1/3 rule CL would actually scale significantly from 1-5 targets and not require 5+ targets to shine.
