So looks like I’m phased in Durotar to where I can’t see Elder Runetotem to finish this achievement. I’m ally, and when I get to Razor Hill it’s full of alliance and friendly horde NPCs.

Anyone else come across this and how did you fix it?

Sounds like the character is phased for the Alliance War Campaign in Battle for Azeroth. Specifically, the last part of the Campaign.

Check to see if any of those quests are available to the phased character.
