Speak to Elder Sage Wind-Yi outside the entrance to the Temple of the Jade Serpent. Speak to Kitemaster Shoku for a kite ride to the temple.
When you click on Wind-Yi, the response is:
Welcome to the Temple of the Jade Serpent, stranger. Our doors are open to all who seek knowledge.
Missing: (Speak select) “I have a message for the Jade Serpent.”
Can not move forward with quest line from there, per WoWhead quests.
