Jabe-Ysera, Jade Temple Grounds, Pandaria. Quest: The Temple of the Jade Serpent. The NPC Elder Sage Wind-Yi is not present by the temple. I tried both riding the taxi in from the serpent statue per the quest, and also flying in on my own mount. I have signed out and back in again. No sage.
