So I felt like re-doing Exile’s Reach since I wanted to play my Alliance characters on Stormrage, and I figured “okay I have to finish this before it lets me edit the UI.”
I’m in Stormwind at Level 12 and I still can’t do it. I hop to an alt, intro Human cutscene ends and Edit Mode magically works now.
Okay, I guess I needed to bother to log off after a bit and it fixed itself!
…Nope. Despite it working on an alt just fine, I go back to my Level 12 Hunter and it’s STILL grayed out. Why does this simply not work for some characters on the same server?

Oh hey, at least I can swap to that character on the forum now.
Bumping this once because I don’t know if anyone else has this problem.
I am having the same issue. My latest new alt has edit mode grayed out even with all addons disabled. Another alt I made yesterday has no problem, edit mode works fine even with all addons enabled.
In the chat window type /run GameMenuButtonEditMode:Enable()
or ShowUIPanel(EditModeManagerFrame)
The first one requires that the options menu be open.

Mine seemed to magically work after I entered Chromie time /shrug
Do you have any addons enabled? If you do, turn them off, restart Wow, and try again.
It’s not addon-related its a bug that’s been around since beta.

I cannot accurately reproduce the effect. But the edit mode for my toolbars/skillbars often will not let me individually move all of them. They get stuck to each other. And they’re not snapping when I have the grid on.
If I’m looking at the three I’m given, the first two will move independently from their original location but the moment I move the bottom bar it’s as if I have them function as a group.
Then I leave it alone for a little bit come back to the edit mode and now I can move all three skill bars around.

I also experienced this as I was leveling.
I was in the Alliance prison BFA starting zone and couldn’t open edit mode but after a few reloads it worked.
Got on another character and just tried reloading and it didn’t work still 
Try this:
Turn off all addons
Open the Editor and reset UI to Classic layout
Turn on all selections in the HUD Edit Mode window.
Select Action Bar One (AB1) - the one with the Art
Drag it directly up above the objects in the middle of the screen (Talking Head, etc)
Drop it, note that all of the objects that where above AB1, that your dragged up to the top of the screen drop to the bottom while AB1 stays.
Repeat above with AB2/AB3/Stance Bar(SB)/Pet Bar (PB)/Posses Bar (PsB)/Vechicle Exit Button (VEB).
Note location of Talking Head object, which you have never touched. <Its at the bottom section of the screen now - where AB1, etc where. >
That’s some odd behaviors, likely related to the snapping and alignment logic. It is also likely what is underlying alot of the oddness with the Editor.
Its a really poorly designed tool and/or it may be suffering from limitations in the underlying technology.
Also, thank you. When you have to show madness, you have to do so in a repeatable fashion and you got the same result I did.

My level 10 toon in Stormwind had the same issue, edit mode grayed out. I rode out of Stormwind & I got a popup alert “ride too far from Stormwinds and you will end the tutorial”. I clicked end the turorial & edit mode now works. No idea what the tutorial was.

I started a brand new Gnome, level 1 in the blasted chamber where you are until level 4 and my Edit Mode works fine.
