Whenever I move between zones, or logon/logoff My Edit Mode UI reverts back to a default setting for one of my action bars. And before you ask, Yes, I have disabled/removed all addons, I have deleted my wtf/interface/cache folders.
I have found though that if I open Edit Mode, I can make a very slight change which enables the Revert All Changes button. I click this, and my UI resets to the way that I saved it. This would indicate that the UI knows where things are supposed to be set, it is just initially ignoring that rule.
