Maybe a better rogue than me can help me, Echoing Reprimand seems really hard to utilize on my two main specs (Outlaw and Sub) due to the extra combo points flowing in at all times–how do you use this ability optimally? All help helps 
The main reason you go ER is for the initial burst from using the ability.
As far as the charged combo point game works.
For sub you ignore it completely during dance windows and only worry about it once you’re out of those windows. If you get it it’s a bonus. If you don’t it’s also fine.
For outlaw it’s the same thing. You just build your rotations like normal and if you hit it you hit it.
For me the hard ones to hit have been number 2

When my first shadow dance wears off I usually pop symbols of death, then I use echoing for the 100% crit chance
You should be using symbols of death during dance.

I use it for my 2nd and 3rd dance
Should be using it for first and third.
