there are only 4 injured earthen mobs showing up to be healed, but quest requires 5 for completion. Abandoning and re-acquiring quest, logging out all do nothing.
EDIT: Turning War Mode off made the mob appear.

Turning off War Mode solved this for me, too. I remember a similar bug in BfA for a quest in the Ankoan camp where you had to turn off War Mode.
Can confirm as well. Turning War Mode off resolved this issue for me as well.
