I know there is a 10 per week cap, but does that mean 10 per week on ANY raid level, or does it mean 10 per week on lFR and 10 per the same week on Normal for a total of 20 that week? Im confused. thanks.

According to Wowhead comments:

the weekly cap on the number you can receive will go up by 10 per week

You CAN get those from LFR AND normal mode in the same week.

There’s no relevant cap anymore. Run LFR and Normal and you can get the enchant in a single day.
