Throwing my hat in here as well. After getting 0 the first week and mailed the 10 I was missing, I was capped at 20 on week 2 as I should have been.
Week 3, however, had me stuck at 28/50 even after clearing the raid on both normal and heroic. This week (week 4) I am stuck at 38/50 even after clearing the raid on normal and heroic once again.
I would really not like to be a week behind on the helm enchant due to some weird bug. My shaman alt has it working fine and gets them finished well within one normal raid run. My main paladin is just bugged 
So on my 3rd ticket that I opened (I provided them screen shots of my quest log and vault showing proof of multi full clears and still not maxed out) and they finally gave me something less BS worthy, though not at that helpful since I have already done it.
They told me that they can see i am having an issue with the quest, and it would help them if people submit a bug report rather than opening tickets because they get more in game data from bug reports over a ticket. In-game bug report gives them screen shots and logs of everything we are doing and where we are located more directly, and they said it is much faster in getting developers to look into an issue over a ticket. He then ended it by saying āAgain, Iām, sincerely sorry that youāve come across this bugā
I am a little more hopeful with this response that if we all submit in-game bug reports, this will probably get more attention because the forums for the last 2 weeks have not given any progress with blizzard acting on this issue. PLEASE open an in-fame bug report so they will look into it!

I am in the same boat, stuck at 35 after full clears every week. Incredibly frustrating

Iāve made a couple of tickets about this aswell since Iām stuck at 38/50, one GM mentioned on their side they see 40 but its a visual bug, tried all the links/articles they mentioned while another mentioned its definitely not working as intended.

My GM said it IS working as intended and I just lucked out on picking up āinvisible dropsā before I picked up the quest which bugged me out of getting 40/40 (Iām stuck at 38/40)
I canāt make sense of it at all, GM basically told me the quest started before I even picked it up and drops counted despite not being āvisibleā, it makes no damn sense.
Edit; added this to the other thread about the quest itself, adding it here, this was my GM response;
"So, the way these Echoed Ephemera work is they will drop (but not be visible) if you have the quest, meaning if you say killed 3 bosses in LFR getting 2 from all the bosses, then you went and picked up the quest you would now be down 2 Echoed Ephemera per week.
This is due to these being counted as drops even when you donāt have the quest itself, this would mean in the first week you likely only had the opportunity to earn a total of 8.
As I mentioned before, due to how this all works we canāt compensate these, and I do hope this further explanation helps out. If you do have any further issues or questions, please donāt hesitate to contact us again!"

which doesnt make sense, after they mailed out the missing ones week 2 i was 20/20 at the end of week 2 thus meaning they had mailed out those āinvisible onesā. The Gms are clueless and a whole group of people are about to get bent over and screwed over next week because the small indy company is out of touch with its playerbase again

Iām having the same issue on my main Itās stuck at 36/40. Opened ticket and the replied w an automated response. This is absolutly ridiculousā¦ Iām gonna be behind along w other players due to a stupid fixable bug.
I was able to get to 30/50 in 1 week on my hunter by clearing normal and LFR.
And Iām really happy for you, but that doesnāt in any way address the problem the rest of us are having sadly.

FYI. I ran LFR this morning. Each boss dropped 5 echoed ephemera. So 3 bosses and I was done even though I was behind.
