Tried to unlock Mag’har today and ran into this, In the scenario all my gear gets dropped down to item level 10 and when I died trying to fight Hellscream there was no way to get my body back. It puts you at the graveyard outside Siege of Orgrimar and doesn’t let you in the instance and tells you take a portal back to Orgrimmar but your’e dead so have to take res sickness.

Bump. I’ve got the same problem.
Bump, unable to beat Garrosh at ilvl10, I’m walking in to fight a level 120 elite boss with only 20k hp, I’m supposed to be 411 ilvl. I’m getting the feeling this might be a bug with the implementation of party sync.
Same here. Finally got off my butt to do the fight for the race unlock and got creamed, even avoiding wheels and whirlwind.
PLEASE FIX BLIZZ.
I’m having the same issue. I just faction transferred my character so that I could unlock the missing races I have all the rep/achievements for. I get to the Garrosh fight and get absolutely destroyed because of the item level squish. I’m thinking this has something to do with the new party sync feature. Guess I just wasted $30.
Just tried the Echo of Garrosh again after the latest reset. Still puts my item level at 10 and his basic attacks go through my mage shield. Obviously I get creamed… Been happening since the 8.2.5 update.
This makes it impossible to unlock the Mag’har now… 
Same thing just happened to me too and i just finished getting exalted for the first time, this is quite the let down. Thanks Blizzard!
I just found a related issue to this. I took my Aff lock into the Green Fire scenario to test this and like Echo he was bumped down to Ilvl 10 with all HoA abilities disabled.
EDIT: It seems like the HoA is not scaling right when leaving the scenario as well. When I enter I have 280k HP and drop down to 88K. When I leave I go up to 264k and have to remove/reequip my HoA to get my HP back to its normal level.
It’s Warlord’s of Draenor TW week. Try again on tuesday and it it’s still bugged I guess it will need a fix.

This happened to me too. Absolutely impossible to do this encounter. Hoping it’s just tied to Timewalking.
Good news… Looks like the item level bug was fixed… YAY!
