Hi - I recently got the second-best looking staff that matches my current mog and spec in my opinion, especially with how it’ll look when I’m finally done farming every other piece, although the final appearance of Ebonchill is what I consider to be my favorite staff in the entire game at the moment if it’s still possible to even get. I tried researching, some people saying no and others saying the exact opposite, saying stuff like “you can’t increase its’ power like you used to, but that’s not a problem.”…so I just want to make sure; is it still possible to achieve that final look for this staff to this day?
if so, how is that currently done in BFA?

it depends on the artifact weapon appearance.
The challenge/mage tower appearances can no longer be earned. It’s possible that some others can not be earned as well. Many required you to have the weapon equipped and doing legion content stuff.

If you can see an appearance for the weapon while using the weapon forge in your class hall, then you can earn it. (Although some are harder to earn that others.)
The only appearances that are no longer available are the mage tower ones, and if your character didn’t earn the base mage tower appearance while it was available, you’ll see basically a blank slot for them at the weapon forge saying they aren’t available, and you can’t preview them.

You can still get the Remembrance appearances. You need to first get the hidden artifact appearance, details here https://www.wowhead.com/item=139560/everburning-crystal#comments
Then you need to equip that appearance in order to get the other variations. Details at the link that Tink posted.
