Yes, it would take some tweaks. No, it’s not going to make Shaman a progression raid or M+ tank.
But will it add a) a fun new tank spec to the game (reducing tank drought) and b) give shamans a new role to explore? You betcha.
It would also be a lot of fun for Delves!

Adding a new tank (or new healer) has never been shown to increase the amount of people playing tanks/healers to any noticeable effect.
If the tank isn’t good, since you said it wont be a m+ or good raid tank…people will avoid it.
I sometimes wonder how annoying it is for a dev to see these posts. They clearly have no intention of adding this, yet morons on the forums just refuse to move on. So much actual feedback is just lost in a sea of stupid people screaming for shaman tanks and 2hand enhance.
Do you think they’re going to make a brand new spec for one of the oldest classes in the game?
Do you think they’re going to decouple two hero talents from two of the specs and slot a tank into them instead? Then on top of that make a new hero talent tree for the class to work?

Truth be told, today was the first I’d heard this was a thing. I’ve wanted shaman tanks since vanilla, back when rockbiter was a +threat enchant and earth shock was near taunt levels of threat. Looked around, didn’t see any other mentions of the rune even with a search, and decided to post.

if you scroll down the main shaman feedback thread, you will find 400+ posts screeching for tanks. Your idea is new, the tank debate is not

That’s exactly the point.
The request for shaman tanks is not new. It literally goes back to beta, and from all appearances there was some half-baked, cancelled attempt to put it in with the threat generation support it had.
For almost the entire history of the game since then, though, it was a pipe dream. I wasn’t poking at it during TBC or Wrath when it clearly had no developer / designer support. (I was instead bear tanking in the tank == warrior days…)
But they opened the door in Season of Discovery with this item. To be clear- I never played it, I have no idea how well- or poorly- it worked in practice. It seems like a second stringer at best given the lack of tank CDs (defensives, AoE stops, etc), but for all that it was at least something from the developers to say that yeah, they’ve heard the desire for it and wanted to give it a shot.
And with that in mind… sure, I’m happy to say that I appreciate the nod to the idea, and hope they will keep it in mind for further iteration later.
Edit: Bellular just posted rumors of a shaman tank spec in TWW. So, uh… /rasp 
Yes, a shaman tank spec is a thing and coming in TWW. It’s called Earth Ascendance. It is a stance bar ability like warriors have.
Main abilities: Earth Spike (single targe), Tremors (AoE), Invoke Earth (Improved Earth Shield/AoE damage shield), Diamond Hide (Shield Wall).
TLDR… This is probably what it would look like, but it’s not real.
