Earthen race doesn't get mining knowledge in TWW zones?

I’ve been leveling herbalism and mining on my Earthen, but noticed that I couldn’t find any of the mining knowledge items, despite being directly where it spawns. I’ve obtained these items on other toons, and all of the herbalism ones are present.

Is it due to some racial buff that I’m unaware of?

Still zero of these show as usable on earthen allied race.

Please resolve or point towards what I can do to get the missing 24 knowledge.
