Myself and a large number of guild members are having an issue where if we have our API set to DX12 ground effects and target reticles do not show up. When we switch to DX11 it fixes the issue.
Disabling all antialiasing on DX12 has also been reported as a viable workaround.

In my brief testing, the AA options under image-based techniques will still allow ground effects to display, whereas the multisample techniques options all have the issue of ground effects not showing.
