We have yet to have a more focussed expansion on these two races.
We’ve been swamped with Orcs,trolls, Forsaken, Human, draenei and, never ending elves.
Let’s have at least one expansion with raids dungeons and a good story for the Dwarfs and Tauren.

Most of vanilla was dorfs for a while. Dark iron at that.

From the in-game world story side… technically all of those arcs have been finished. In other media mind you, but finished. Feltotem are dead. Black Irons have rejoined the Alliance. The Grim Totem have also either been eradicated or returned to the Horde fold.
And honestly I don’t trust the current team to have good writing and plot progression. Example: BFA, a story that is straight-up awful.

I think the problem you have with Tauren is they’re just…good people. All the other races have skeletons in their closets…the Nelfs/nightborne/Blood elves nearly blew up the planet several times, the trolls have summoned a ton of horrors from beyond, gnomes irradiated their own city, don’t even get me started on the humans.
The Tauren though? Worst they’ve ever come up with are the “grimtotems” which are a joke. Otherwise they just peacefully coexist with everyone who lets them.
Dwarves had a heap of lore in Vanilla, problem is they were always the minions of someone else.

Considering how bad the writing is lately, I think the Dwarves and Tauren should take this bullet. Neither of their cities will survive becoming a racial focus if the NE’s are anything to go by.

The only reason Tauren ever take the spotlight is to be victimized.
Magatha as a big boss would be cool, but they kinda ruined that. At the very least she should be team Sylvanas now, being her original Ally and all.
Dwarves are always around with their explorations, most titan lore is tied to them.

Can Magni sell his diamond fingernail trimmings and locks of his beard hair for money?
I’d love something dwarf and Tauren focused even if it’s just a zone like we had with Highmountain. They could have done something big for the three dwarven clans but chose to gloss over it in Cata. On the other hand if they ignore dwarves and tauren Blizz is less likely to screw it up. 
That there was no continuation between Moira and Magni shows me how much they care about the dwarves.
I was going to say, he seems more like a giant knickknack that my grandmother would collect than an actual dwarf.
Give us some real dwarf lore.

But dwarven buildings make me feel claustrophobic!! I have a hard enough time with human buildings. I have scraped many tops of doorways with my horns.
Tauren have evolved over the generations to accommodate this very thing. We have no neck, and our heads sort of protrude forward at the shoulders decreasing overall height.
You’re right, Magni needs to be a raid boss. I always wondered what happened to him in Cata, but now CHAMPYUNNN. BUY MY BEAARDD!! WUUMMBSS OF AZZYROOOTH!!
Vanilla had a few major elements of dwarf. Also cata had the Twilight highlands.

Like… i dunno if i should, but i count Ulduar as Dwarf-y. Kindaaaa Uldir too, but thats more pushing it. Anything Titan-y i closely relate to dwarves, probably cause theyre so archaeology focused.
