I’ve been trying to troubleshoot this myself for the last hour, and cannot get them to save. This is occurring account-wide.
When I enter edit mode they’re always disabled. When I check the box to enable them, the save button is greyed out. I make a minor adjustment, which allows me to save, but upon reloading the duration bars are gone again.
I was using Quartz, and I assumed it was conflicting since it has a duration bars setting, so I uninstalled it and manually deleted all of the folders on my computer linked to Quartz. I also deleted my cache folder within my WoW folder.
Aside from doing a full UI reset, is there anything else I can do?
Edit to add - It’s just happening with the duration (and archaeology) bars. Every other setting I adjust saves with no issues.

I was having this issue and came looking for answers. After finding this post, I found another that had a suggestion for a fix. The fix worked for me so it might for you as well.
If you take your character underwater, and then edit ui and turn them on and save and exit, they appear and work as they should.

This was driving me crazy because it’s only happening on a few of my characters, and I reallyyyyy didn’t want to do a full UI reset.
This fix only worked for me until I ran out of breath to force the duration bars to show, then quickly went into edit mode to save them (and I mean QUICKLY! You drown very fast lol).

Aw, after reset, they’re gone again.
This is so irritating haha, it’s only on a few characters. I might just do the UI reset after all and be done with it.
