when you need it in a dungeon than bind on equip items automatically become soulbound. I believe this was blizzards way of stopping people from taking things for gold just as you described.
People may still be needing for bad reason’s like tmog but they shouldn’t be able to sale boe’s if they are needing on them.
Here’s another forum post that talked about it. I do remember this change happening.
