I don’t understand how you progress from Normal to Heroic dungeons when I was getting gear from the Normals; the gear was around 590’ish, but according to the dungeon finder, Heroics require 608 or something, so how does this work exactly to level alts? I really dont want to do quests on alts. You would think that you would get the gear required for Heroics in Normals. Am I missing something here?

If the values are as you say, I’d try Delves.
This is a recent problem that developed when they increased the difficulty and rewards of heroics to match the old m0. You pretty much have to do delves, quest or craft to get to 606 so you can queue.
Look through the WQs to see if anything has upgrades. Then go to Undermine and kill rares. They frequently drop 606 gear and weathered crests. For every 30 weathered crests you collect, you can craft a cheap 629 item. It doesn’t usually take too many to get your ilvl up.

Thank you for the info; while it’s good to know this, I almost feel annoyed that I have to go through all of this on my alts; it seems like chaos just to get yourself ready for mythic on alts. Here, I thought I only had to do this once on my main, only to find out that I got to go back and do nonsensical content to get into mythic+ on my alts. Yikes.
This expansion is very alt friendly but it isn’t always obvious. There are a lot of mechanisms that will kick in that will make later alts easier.
Once you get your renown up, you’ll get a lot of free crests that you can immediately use to craft a couple pieces of 629 gear. You can also buy a veteran and champ item after you get Undermine rep high enough.
Warbound gear drops pretty liberally. I dump it all in my warbank so I have it when I need it. If you run delves, once you get the delver’s journey high enough, you can buy 623 warbound gear to fill in the gaps. By halfway through last season, a fresh alt could be half normal raid geared without leaving Dornogal.
