Decision making should be things like:
“For PvP do I want to increased spell resistance or more damage on x ability”, now for my Raiding “Do I want more mana regen or higher burst”
Decision making shouldn’t be things like:
“I raid Tuesday, Thursday. So do I keep my raid spec from Tuesday on until after Thursday and NOT logon on Wednesday to play arena” OR “Do I log on Wednesday have some fun in Arena but now have to farm extra gold so I can go back to Raid spec on Thursday.”

One form of decision making is lose lose and leads to punishing players for enjoying the game.
nothing is stopping you from PvPing in your raid spec. no, you probably won’t become GRAND MARSHAL TOP KILLER of your server, but if you absolutely need that level of optimization, it can and should cost you.

I understand what you are saying and respect that fact that you aren’t a pvper. But Arena rating is comparative metric and you can not push rating as raid spec.
Yes that’s TBC, I think Shadowlands might have what you’re looking for.

if you want to be competitive in both PvE and PvP, you have to pay for it. Just like you have to farm gold to pay for your mats for professions etc., you have to farm gold to pay for your optimization respecs. it’s that simple. this won’t change until wrath, when dual spec was added. you will have lots of fun in wrath, I can assure you. until then, let the people who like tbc as it is have their fun.
I hope you have a lot of gold. Because you won’t be running a dungeon without either tanking it yourself or paying for it.

No one needs to be in tune with the devs or board meetings. We played the original game and it didn’t have dual spec at any point so it’s not a huge leap of logic to assume that it was designed around not having it.
If you want to be good or optimal in one area, you will be rubbish in others. Basic tenet of the rpg genre.
If you want to do all content, do pvp for a week and then respec and do pve stuff for a week to keep the costs down if it’s that much of a worry.
You can use real money to boost a tank now! enjoy it =D
