Anyone else notice newer accounts or returning players end up getting more loot drop than those who have been active for a long period of time?
I’ve seen it a lot especially with returning players or players that have never experienced a holiday before.
I’ve also notice that those who have more overall play time receive not so great vault items and lower roles on loot.

I think you’re just seeing things.

I’d like to think I play a lot and never had a bad vault, also tend to roll 11+ on my D20’s
I can’t say I have.
Is there a way to let the game know I’ve only played 3 years-ish so I can activate this boost?
People who have played more already have more stuff, so the drops they get will be less important/noticeable than someone just starting out. Seems pretty obvious.

Just because you have more stuff doesn’t mean it’s usable stuff.
Click the sell junk button when you visit a vendor:)
This is a confirmation/survivorship bias. You just don’t hear about the new players who haven’t gotten mounts, but the “ashes of alar 1st try” posts tend to bait engagement and gain popularity, drastically increasing the likelihood of you seeing them

When I first came back, I got the Felsteel Annihilator on my first return to Hellfire Citadel.

I too believe that I should get more loot. Oh well.
Guess it is time to make a new account OP, good luck!
