Upon logging in to my renown level 12 Night Fae Character, Dreamweaver is offering the quest Bound in Dreams to soulbind with her, even though I’ve already unlocked her as a soulbind and have up to her 4th row of talents.

Not just you, I just completed the soulbind with Dreamweaver again. Weird bug.
Yeah I just completed the quest and it just did the cinematic again. No problems so far from completing it.
