I received the mail from Vaskarn about being able to transmute my unwanted drake quests to wyrm. Also got the same mail about whelpling to drake. Looking at the vendor there isnt any option at all. is this a bug?

Same issue here. Appears to be time-gated? It would be nice to see a blue post about this. Hopefully, there’s an update soon.
Figured it out. You won’t see them if you’re season-capped already. If you have >15 crests, you can still earn, then the item will appear from the vendor. Once you hit the season cap, the item disappears from his trade window. It will reappear at reset when the limit goes up.
