Today my equipment level is over 463,but I can not get this achievement.Is it because I missed some assignment?
You have to be at a point where none of your gear can be upgraded using the current crests. You could be 463 with some pieces at a higher level that are balancing out the lower level items. I’ve had this problem with my alts since I make crafted pieces for them.

but my equipment is all over 450,and the min is 463.
The requirement is to have an item level minimum of 463 in every slot, not simply an overall item level.

They have at least 463 in every slot.
Dreaming of Drakes is to outgrow the use of Wyrmling’s Crests to upgrade your gear with an item level of 450 or higher in every slot.
Dreaming of Wyrms is the next level. You need 463 in every slot and to no longer be able to use Drake’s Dreaming Crests to upgrade that gear.
Dreaming of the Aspects is the current final level. You need 476 in every slot and to no longer be able to use Wyrm’s Dreaming Crests to upgrade that gear.

I cannot check on mobile but I accept. 
Not to mention Drakes is 450 and Wyrms is 463 after taking a minute to untangle the progression, so I’d reckon likely a bug report.

This is all the equipment in my account, so which equipment is below level 450?
My suggestion if not already done, is to try to take every piece of equipment off, then put it back on one at a time, then try logging in and out.
Not sure if your armory, or the wowhead profile will be helpful to know if each piece you have equipped was meant to accomplish this achievement.
There are a few comments to check out though.

You are wearing crafted cloth shoulders and gloves, but you’re on a paladin that should wear plate. You will need to craft them as plate variants at 463 (or loot an alternate plate item in that slot) to count towards the achievement. Look for a blacksmith that can make you primal molten pauldrons and gauntlets with new sparks. By using cloth you also miss out on a 5% strength bonus for wearing all plate gear.
Editing to add: ideally, you would loot one from a mythic dungeon, raid, or emerald dream activity to convert in the catalyst to get your four-piece set bonus and craft the other.

i ALSO CANNOT GET THAT ACHIEVEMENT ON SINTHAL, GARROSH, ALL HER GEAR IS 450 OR OR 463 INCLUDING TRINKS AND RINGS I HAVE THIS ACHIEVMENT ON 3 OTHER TOONS NONE HAVE STRICTLY 463 GEAR ALL HAVE SOME 450 GEAR I CANNOT TRADE MY WHELPING OVER TO DRAKE EITHER DID NOT GET THE LETTER THAT OPENS IT
Sinthal is wearing CLOTH bracers. That is not the correct armor type for Hunters and therefore ineligible for the achievement. You will need to replace those with MAIL bracers.
