There’s been a lot of opinion on the Dream of Cenarius Talent. Mostly about how the 20 second internal cooldown really is a detractor. Here’s a few of my observations though.
Personally I find the internal cooldown to be necessary. Because when I am chain pulling large armies for my dps to aoe down. It is constantly proccing every 20 seconds. If it was insanely short like 5 or 6 seconds, and it’s proc chance remained the same. There would be a serious balancing issue, and questions about a bit too much self survivability. Could the cooldown drop a little, possibly; it’d be a good play if Druid self survivability and tankiness drops in Dragonflight.
The proc cooldown starts from when the ability procs last, not when you use it. Meaning you’re not wasting time ‘sitting’ on the proc to pop the heal when you need it. It also means you can pair it with Verdant Heart and Protector of the Pack for some really powerful healing. On the other hand, you can waste it on the other side by not using when it’s up and the proc refreshing itself.
It makes Regrowth Self Cast only. The spell will only target your character even when outside of Bear form, out of combat, the proc not active, hard casting it, and targetting an allied player. This is not described in the tooltip on the talent tree, or in the Abilities window at all. (I’ve submitted a bug report about the lack of tooltip warning.) You can’t use it to help your allies heal back up. Even after combat is over or you’re open world and want to help out some other player who’s having a difficult go as we’re passing by. This also makes Innate Resolves wording a bit silly.
My suggestion here is to leave the cooldown, and to return it to being a target cast spell. (To be fair, the self cast thing may entirely be a bug considering Innate Resolves wording.) I do like the recent increase to how much it heals. 200% increased healing really does make it attractive. While having the option to use it on ourselves or someone else, takes that final step. Especially when you start pairing it with Innate Resolve Verdant Heart, and Protector of the Pack.
