It’s not found on him though.
After Googling it, it saids you can obtain it from a fishing competition. winning the Kalu’ak Fishing Derby
When you say “It said…”, what is the “it”?

Where does it say it? When you don’t have the item and mouse over the item, it says where you can obtain it. In the Heirlooms tab.

The tooltips seem to be bugged on some heirlooms as to where to obtain them. You can get this ring from a quest reward when you win the Booty Bay fishing competition that happens every Sunday.
Merely trying to determine what you were looking at when you saw the erroneous tooltip - heirloom tab, wow item DB, wowhead, etc… The item can be listed in several places.
