Boss Magor does not offer the listed Crafter’s Knowledge when reaching Dragonscale Renown 23. Relog and reload had no effect.
Ancient Waygates VII worked, so the game properly recognizes that I’m renown 23.

Not sure if this helps clarify but each rep only gives Crafter’s Knowledge for about half the professions. Yours may not be offered by the one you got to 23 on. The chart on this page gives the breakdown:
