I haven’t played on my dragon half toon since I got it to lvl 70. I when on last night and tryed going through the shadow lands portal in stormwind, but it wouldn’t let me use it. Is there something I have to do first or r dragon halfs not allowed to go there?

See if Darion Mograine has the starter quest for Shadowland “A Chilling Summons.” He should be on the stairs in front of Stormwind keep with a whole bunch of Death Knights. (If you’ve done it before on another character and want to do the skip, talk to Sally Whitemane nearby him.)
If he’s not showing up, then as far as I’m aware the best way for a high level to get the right phase is to party sync with someone who can get the quest.
