Edit: When you begin flying, you are engaged in normal flying. To switch to dragonriding, you must use a vigor point(s). Aerial halt re-engages normal flying.
Now you can use both flying styles in a single mount.

This is such a non issue, 6 vigor with the rest of the dragon riding talents gets you anywhere fast and without issues, including takeoff

It’s annoying for short flights. It is an issue. It’s also clunky.

How do you have issues with short flights? What’s stopping you from using a normal flying mount for such short flights?

Smart replies aside, I don’t find it clunky at all. Imagine that. All I can see is that you don’t like it for some reasons, and are having trouble using it. Which is fine btw, to each their own.
