You can work around it currently by going to Dragon Isles on your 30ish toon via boat/airship, but you should have somebody to talk to so you can activate talents if you’re going to fly the kalimdor cup/future cups on 30ish PCs.
Future Dragon Racing Cups will have this functionality!
