Dragonflight storyline progress halted. Unable to start "Disastrous Detour" quest

I cannot continue the dragonflight storyline. The NPC (Scout Kuvaeth) for “Disastrous Detour” is missing from the world.

[Paeyn-nordrassil]

NPC (Sonova Snowden) is also missing to progress “Academic Acquaintances”
