Dragonflight skinning should allow you to skin players who are playing Evokers as they should be considered dragonkin. You can skin dragonkin in other locations, they should be no different.
Also, it would be the cherry on top to kill an evoker in open world and then skin them.
Just saying, consistency is key.
Can’t skin the cows. They can call them humanoids all the livelong day but they are still cows. If evokers could be skinned then the cows and gnolls definitely need the option.
Like Wickdwrath said, we can’t skin Tauren. We also can’t skin Worgen, Pandas, and Vulpera. If we could skin Dracthyr, we should be able to skin all of them.
Can’t skin the goats either. There’s no consistency in this game at all!
I miss being able to skin worgen.
Can’t forget the dogs and the little sand puppies too. 
If I had my way we could skin anything. Worgen, tauren, vulpera, troll, human, dwarf.
They all have skin.
Then you should know they are following suit with the most inconsistent game out there.
We all have skin, and we’re wasting it. I propose pvp skinning for all.

Just reached max PVP skinning level. I can finally skin those pesky Night Elves and make the legendary Night Elf Mohawk set.
