Do I need to own Dragonflight to use it, and what does it look like?
No.
It won’t be much different from the beta. You will be able to access it through the app (launcher).

The Dragonflight prepatch is up for testing on the PTR.
Prepatchs generally don’t require you to purchase the expansion for you to be able to install and play them.
It’ll have all the QOL , UI updates and Class changes but none of the content you pay for from the expansion

As @Bluespacecow said, it’s got none of the “pay-for” content that Beta has… there are mostly the new talent trees and the new UI to play with for now (both are still worthwhile getting used to). Mage/Priest/Rogue can be any race now. There’s a PvP missed interrupt penalty. No Dracthyr or other DF-specific content though.
