I logged in today and the button is missing completely. Any idea? I’ve tried some other things I’ve seen in the forums but nothing is working.
I see the same thing on every character under level 70. I have three separate accounts, all three are having the same issue. I have disabled every addon to see if that’s the issue.
I did not have this issue earlier today, but the game downloaded an update to 10.2.7.54630 and now I don’t have the summary button on any sub-70 character.
If you have a dragonriding mount favorited and use the “Summon Random Favorite Mount” it WILL NOT summon any dragonriding mount. However, you can still use the individual drake mounts and it will work, with all the dragon riding talents on the hotbar.

My lvl 64 warrior is now seeing the Shadowlands Covenent summary instead of the Dragonflight summary.
Edit: Issue appears to be fixed upon reaching max level.

Cannot progress in the campaign until this is fixed, nor fly around without having to land every 30 seconds.
I’m having the same issue but you can put all your points in for dragon riding at a dragon riding trainer. Even without the Summary button.
In another thread a guy said go to the barber and get a cut while on the quest and it will complete it out for you.
On top of that you can make a macro that pulls up the dragonflight talents for you:
/run DragonridingPanelSkillsButtonMixin:OnClick()

Same issue here, as of the S4 update this week this is happening on all chars below lvl 70. Not only that, tonight when I was taking a new toon through the opening quests and flying out to the skill trainer and rostrum of transformation, the rostrum now states that it “Requires level 70” on the mouse-over.
I did train up at the trainer, but it sucks that the Summon Favorite Random Mount button is broken. Just had to hotkey a specific DR mount to get around it, but kind-of defeats the purpose of how convenient that button is when it works.
Same here, I have lost it on a couple toons - which is bad in one case since he’s only starting the expac. He needs to spend his glyphs.
