I reached renown 19 with Niffen and I only have the drake style (highland, nether, and whimsy) dragons’ helmets that I bought myself. It was the only option at the quartermaster and I haven’t gotten newsy to show up to take me back to talk to the quartermaster. I’ve tried to delete some quests to see if that would help, I’ve tried leaving and coming back to Zaralek and that didn’t summon the snail, I’ve even tried asking my dog and searching wow forums for answers and nothing has helped. Help?

Having the same problem… hoping to find a solution soon, the ticket wait time is 9 days… Playing a game that requires a monthly sub, you’d think it’d have fewer bugs and better service.

UPDATE 5/15 - so, I finally got a response to my ticket on this problem and it boils down to: there’s no fix and it’s not working properly. the gm that answered me told me to make sure I submit the problem in the IN GAME bug report system as that goes directly to the developers and maybe hopefully they’ll see it and work on it.
if anyone else is having this problem, please do the same and also post here because drawing attention here will also help draw their eye to it.

Yep, I am having the same problem. The Highland Drake is unlocked, Slitherdrake is locked, and the others are not even showing as options in the Rostrum. Pretty neat.
Have this issue, GM confirmed it in a ticket and directed me to here to discuss it as a bug. I have the Nether Drake, Highland Drake, and the Whimseyscale helms, but no others have been unlocked, and the GM told me I did meet all requirements, told me to try a bunch of UI reset actions and they did nothing. So now I’m just stuck with no helms for my Wilderdrake or Slitherdrake.
So nothing can be done?
Not unless you’re a Blizzard development manager that can greenlight one of the devs taking time out to address the bug.
As a user? Wait. And (as you’re doing now), post bug reports to provide the devs more data and make them aware that some players are being affected by this.
I just finished finally getting Niffen to renown 19 after finally getting to it(Don’t get much time due to work) I did buy the highland Drake helmet but the quest hasn’t appeared i have went on alts to see the quest would appear and still the same result.
