Cannot complete Aid to Valdraken because siege on dragon bane keep does not show up
I dont think the Gold horn appears on the map till you are 70, so you have 2 options

stand at the wagon with finger up nose till the event starts

Hang around Valldrakken towards the top of the hour until somebody yells " Dragonbane Keep is About to start!"
I write off dragonbane keep for the weekly quest as the timer really sucks.
I dont know why they have a great timer for Iskarra soup and a crummy timer for DB Keep, even when you reach 70.
Like I said, hang around valdrakken close to top of hour and somebody will yell the keep is starting in red. Best you can do with crummy ui.
