I boosted a Dracthyr Evoker at the start of TWW to 70 and leveled it to 80 only to realize that I can’t open the Adventure Journal. I believe others are having the same problem, and the main issue is that the Adventure Journal access is tied to an achievement you get after completing the introductory Dracthyr campaign. But, the final quest chain to complete it is not showing up for me.
