They need to at the BARE MINIMUM is seperate both forms to have separate transmog.
I look so cool in visage form, and look absolutely ridiculous in dragon form. But I would 100% say the dragon form needs actual transmog. There no reason for them to be exempt from transmogging.

I switch transmogs when I want to play dragon vs visage form lol. I just wish at a minimum that I could transmog them independently.
The clipping issue is not as bad as its made out to be. I can completely understand to not have capes show. But if they can make it work for worgen, tauren, and draenei, they can most certainly make it work with dracthyr. As the dracthyr are more humanoid than male tauren, and I’d even say more humanoid than male worgen too.
