Is there a way to get out of this zone before hitting level 60? I want to Chromie this character through the old content by turning XP off.

Not that I have seen, i also think even if you could say skip the tutorial zone (kind of) then you would be 60 anyways.
I have tried to find ways around this;
ONLY doing the quest objectives. trying not to hid additional mobs etc… and I still end up at level 60 or even 61 at times. it really depends. But I don’t think the dracthyr were meant to be chromied anyway. it’d be nice to even try and explore the small starting zone a bit longer too…
Yeah it seems Blizzard wanted to force everyone to level 60 with the race.
Another short-sighted design. I parked mine, I will never play it as they have given me no chance to become attached to the character via playing it through the story. Sure wont do older expansions one-shoting everything.
My drac is level 62 and I … can’t seem to get into playing it either so you aren’t alone. They just be too squishy for my initial liking and I can’t complete a few quests out in the isles without dying to a huge pack of mobs LOL
