Yes you can.
What type of content are you doing? Are you considering the swap for a meta reason? Or are you considering it because you’d like a boost in movement?
Dracthyr’s not going to make a giant impact progressing keys unless you’re pushing the bleeding edge. And even then, NE shadowmeld has a lot of great use if you’re pushing that far, so it’s unlikely to be a make it or break it thing for you. FWIW, all 3 of the top rated priest for each single spec in M+ content right now are Night Elves.
If you feel you need movement, Dracthyr is going to be an improvement. I just wouldn’t expect it to be lifechanging for your priest, or think it’s holding you back currently.
Id say very much worth it for the:
-Tail Knockback ( can be useful in m+ if you get aggro when fade is down, need to reposition casters, or have adds fixated on you and you want to throw them back ) Has the benefit of also interrupting anyone who is casting at the time.
-Knockback Protection ( good in raids or any time a knockback happens )
-Slight movement boost ( someone showcased that non evoker spacebar jump/glide is still slightly faster than running, but slightly slower than evoker dracthyr’s jump/glide )
All things that priest really needed since like Legion tbh.

If you use a normal mount you can stay in Visage form 100% of the time.
Sometimes the dracthyr Soar/Flight bugs out and forgets to change me back to my visage form though. Usually clicking visage form on and off once every log in fixes it.
Night elf is good for reasons mentioned above, though there are a lot of “shadowmeld should be nerfed” threads popping up since they rebalanced some of the racials. It being so dominant in m+ might end up in it getting a nerf. Who knows though. Play what is fun for you. For me being a dracthyr kinda made priests fun again because it made moving around less janky feeling.
Going from human to Dracthyr was life changing, imo. Less of an advantage from NE to Dracthyr losing shadowmeld, but being able to cancel knockbacks and pull-ins is a huge advantage for priest.
The tail swipe is great for pvp too, though the CD is long.
Dracthyr is the best for raid/PvP if you’re dealing with a lot of knockbacks/mobility issues and Night Elf is still the best for M+ (mainly for healers) and world questing.
It’s subjective, but for me it’s worth it. I mainly raid, and the mobility and knock-back avoidance is good enough that I’ve swapped ALL of my characters that can be dracthyr to dracthyr.
This mythic raid tier wasn’t overly obnoxious with the knockbacks to the point where I felt like you needed to be Dracthyr. Not having root removal on M Queen is far more annoying then anything because you’re at the mercy of the Hunter or Paladin pushing their button.
I’m primarily doing m+. Having the double jump + tail swipe seems kinda nice which is why I was thinking it. Not sure if I will or not, though.
It is far more noticeable in the current raid than in the dungeons.
