Thank you for fixing the bug for non-Evokers Dracthyr but Evokers are now having the issue instead. 
The emote voicelines play in visage form but not in Dracthyr form. Their auto-attack voices seem to be missing as well. This happens on both genders for Evoker.
EDIT: Error Speech voices are missing for non-Evokers in Dracthyr form, but they’re strangely present for Evokers. So currently Evokers are missing their emote voicelines in Dracthyr form and non-Evokers are missing their Error Speech voicelines in Dracthyr form.

So super glad my Drac rogue can emote in dragon form now.
My evoker is not as happy however, b/c she can no longer emote in dragon form.

Yup just got on my Evoker and now he is silent. C’mon Blizz. Please fix this. I want alllll of my dragons to be able to voice emote and warn me when I don’t have a target!

Did you mean the Error Speech voicelines on non-evoker? I just got on to test and I can confirm those aren’t working, yep.
At least non-evoker still have their emote voices.

Error speech was never touched, only emote voicelines were. So evokers have error speech, but no emote voicelines, and non evokers have emote voicelines but no error speech. Also, dracthyr warriors still only play male voice sounds when charging or using battle shout, though it seems they did fix the singular charge voice over also playing the pandaren roar.

Noticed my female dracthyr priest is using the male voiceset for what combat noises she does have (Auto-attack and damage taken, namely).
Which is awkward because the emotes do use the voice of the proper gender. Error voices are still muted, as expected.

Just got on the 11.1 Undermine(d) PTR that went up today and Evokers are still missing emote voicelines in Dracthyr form.

This is such a weird thing to have not been fixed yet. Having a playable race missing voice lines, especially weird that it’s only happening on those that are Female Evokers… can this please be fixed?
Its not limited by body type. When they added dracthyr as a race to other classes, those classes did not have audible voice emotes. While 11.0.5 fixed this, it broke those same voice emotes for evoker. Evokers still have error speech while non evoker dracthyr still do not.

Just gave this a test in live, evoker dracthyr still do not have any sounds or voice lines! Please fix this blizz

Throwing my hat in case this still hasn’t been fixed on 11.1 PTR.
From what I’ve observed:
All character voice audio works fine in visage form regardless of class/gender.
Female Dracthyr form evokers have muted emote audio, but otherwise function normally outside of a weird fringe case I noticed where I use the male combat voices only while I’m using Soar.
Dracthyr form non-evokers default to using the male combat audio and their error audio is muted, but their emote audio works fine and matches their gender. I also noticed that emote text/NPC dialogue also refers to you as male so there seems to be some jank going on with the gender flags in general.

Thanks for the heads up about the PTR.
Very detailed reports on the gender issues too. It definitely sounds like a lot of things in the background are wonky trying to separate Evokers and other classes for this race. 
Chiming in to say this still seems to be broken on the second RC of PTR
Please give Dracthyr Evokers our emote voices back!

Can confirm it’s not fixed in live yet either. Tried emoting yesterday with my evoker, no sounds played.
