Dracthyr Disintegrate not Casting when Requirements Met

I’m unsure if this is a bug or a feature I’m just not aware of, but it appears that I meet all the requirements to be able to cast disintegrate (3 essence, not on GCD), but then I can’t cast it for a period of time. The issue is intermittent. There is no network issue that may be causing my abilities to not work, and this only happens with disintegrate.

I uploaded the entire gameplay because something may be important in discerning what’s happening.

I get the same issue all the time. I don’t know why it happens and in pvp arenas it is very punishing. Devs please fix!
