We don’t have a concrete timeframe, but they clearly were active for many years as the Dracthyr were trained for battle and fought against the Primal Incarnates. So let’s add another point to your nonsensical arguments: why would the Dracthyr not be trained for flight when they were specifically created to fight DRAGONS?
The dracthyr were created by Neltharion the Earth-Warder, Dragon Aspect of the black dragonflight. Neltharion was concerned at the rift between the Dragon Aspects and Primal Incarnates, and he knew a war was coming even though Alexstrasza thought she could soothe tensions with only words.

Weird because none of them are specific to the Evoker class as they are. It’s almost like Blizzard designed RACIAL abilities, not CLASS ones, and because they were designed for the RACE they make sense for all other CLASSES!
None, and neither were Dracthyr; Dracthyr was sold as a race that had only one class choice but even as early as the Dragonflight announcement Blizzard said they were going to get more classes in the future.
