Draconic Mark of Mastery

I’m aware that we can only acquire one Draconic Mark of Mastery by getting 1600 cr, however I’ve noticed that almost everyone on the arena ladder have two pieces of the gear acquired by the mark.

I’ve also noticed that some of them haven’t done any raids or anything this season, so how did they acquire a second piece for the 2-set bonus?

there’s a place you can go and turn gear into tier without having to PvE or raid
