Is fury the only viable DPS spec for serious end game raiding?
Define serious end game raiding?
Loose the retail mindset. You can DW fury. You can 2h Fury. You can 2H Arms. All 3 options are available, and will do well enough as long as you play them to the best of your ability.
You might not be topping the meters, but remember a guild killed Rag at 58 in greens.

Most of your damage is white damage that feeds you rage to use your abilities.
Flurry is a 30% increase to white damage and rage generation.
Nothing in arms can compete with this.

Unless someone enjoys playing Arms. Then that enjoyment can compete with whatever dps you are missing out on.
You don’t need 30 dps all playing top end specs in full BiS to kill the dragons. So you can play something that does less dos and might be more fun and it won’t make a bit of difference.
Again. Rag was killed by level 58s in greens. So you can play whatever you want, as long as you play it well.
I guess Arms can swing Nightfall in P4 then, if the reduced DPS (and extra debuff slot) doesn’t matter.
Nope, your wasting a precious slot for garbage DPS.
You will be less effective, but there is only 1 difficulty and its set to joke mode so it doesnt really matter.
Hear hear. People concerned about max dps have their place, in their elite raid groups that will burn out weeks after AQ drops.

For SERIOUS end-game raiding, as per the question, yes. Fury DPS tops the charts, and Arms doesn’t break the top 10. Also the debuff slot. The question then becomes: How “serious” do you need to be in order to clear the content?
fury will do substantially more dps than arms
2h fury and dw fury are both options; 2h is better for horde and dw for alliance
2h involves slam
A person’s enjoyment of a suboptimal spec will not make up for a tangible difference in DPS that could cause a raid lead to not invite them to a raid. As well as the precious debuff slot taken up by Mortal Strike that then cannot be used as a core rotational ability.
Raids beyond BWL will require good PVE specs and gear.
At least they will be able to chat with Ret Pallies while benched.
