Persistent Green Circle Icon - "game data is being downloaded."

The small green circle icon at the top center of the screen that shows game data being downloaded has been persistently running since last night, 8 PM CST. It’s behavior has me concerned as to what’s actually happening. I’ve checked for updates via the launcher, and it says I’m up to date. I did the repair tool.
