So, I have rank one Memory of Lucid dreams, have 6k on follower quests, but have not unlocked the quest Down but not out. I have a rank ten follower. I saw on YT about killing one of 4 summoned rares, but that didn’t work either. What am I missing ?

Did you complete the quests leading to it? after you get rank 1 there will be a set of quests, leading to Down But Not Out.
I’m not actually sure. I don’t have any quests in Newhome atm. The only one I have on the map is Scouting Undercover. I tried looking it up, but all I get is the quest Down but not Out; nothing leading up to it. I’ve been at this for a while, and I’m posting because I’m just lost. 
Check on Neri Sharpfin (since it seems you’re doing the Horde side), she should have 2 quests for you, if you got rank 1.
This may actually be it, I don’t recall the names, but the quest will lead you to a naga camp, while disguised with one of those squid things on your head.
You’ll be the underling of a naga guy, who will tell you to collect pearls and meat to feed the dog like things that I forgot the name.
