Still bugged, attempted the “Dying fix”, did not work. This is absolutely stupid that it’s been bugged this long.

Yup, though I was able to find 2 mounds before it glitched out during the first attempt. After I got outside of the excavation area (while searching for more mounds), it reset. When I re-engaged the NPC, there were no mounds and I’d lost progress from my first attempt. Tried a 3rd time and got the same results as my 2nd attempt. VERY frustrating! However, it’s not all locations; the one in the City of Threads did work.
